Refresh Windows Tool: Microsoft has already announced a new solution that will allow users perform a clean install of Windows 10 in case they want to start from scratch.
As you can see, the new tool is already available for download.
The company has not officially announced it, but the download link is available on the Internet and it seems Microsoft has no intention of removing it.

Since the application is already available for download, Microsoft has probably begun the public testing phase. So we will probably see some official announcement on the issue soon.
