OPN: Open Policy Network, an initiative of the Creative Commons

In recent years, the  and various relevant organizations have been approached by many institutions and governments in search of help on how to implement open licensing and how to develop Open Policy materials and strategies. By "Open Policies" we mean policies where state-funded resources are developed and issued as Open Licensed Resources. An example is the 2 million program titled  TAACCCT grant programfor which we have spoken to you in the past.

There is therefore an urgent need for the community to support government policy makers so that they can successfully create, adopt and implement Open Policies. At the same time their members / partners Creative Commons from all countries worldwide have expressed the need for an information hub where the various Open Policies are going up and discussions and analyzes are taking place.

The aim of the Network is to encourage the creation, adoption and Open Policies and Practices that promote the common good by supplying lawyers, organizations and government policymakers with information and expertise, and by being a hub of communication between those who need help and those who can provide it.

According to the Network Manifesto it is considered that:

  • The adoption of Open Policies can maximize the return to public investment and promote the existence of a global web of Common Resources for Innovative Uses.

  • State-funded resources must be Open Licensed Resources.

  • Open Policies require, in principle, permissions that are compatible with it Open Knowledge Definition of the Open Knowledge Foundation and preferably Open Licenses that require at least a Report to the Creator ( CC BY) for government-subsidized content and Open Licenses with no requirement (CC0) for government-subsidized data.

  • The Open Policy Network is an open network to everyone, provided they agree to contribute and adapt to the mission and instructions.

  • The Open Policy Network is in line with the proposals of existing initiatives such as  Budapest Open Access InitiativeParis Open Educational Resources DeclarationCape Town DeclarationPanton Principles, And theWashington Declaration on Intellectual Property and Public Interest.
