Microsoft said it changed the way it distributes printer drivers and scanners from Windows 10 October 2018 Update.

Users upgrading from a previous version of Windows to build 1809 will not notice any differences, as the programs driving printers and scanners will continue to work exactly as before.
If a new printer is connected or sweeper on a Windows 10 device, Windows will automatically use Windows Update to download and install the necessary new driver.
If Windows Update is blocked or not available, e.g. if the machine is offline, the necessary drivers will not be installed automatically.
In other words: The default printer and scanner drivers will only be installed if your system is connected to Windows Update.
Why did Microsoft make the change (and a bit of black humor)?
