Why The theory is that the MoUSO Core Worker Process puts extra strain on the CPU if you have the Settings app open while installing Windows updates. Closing the application reduces the load and allows your computer to finish faster.
You can check this yourself from Task Manager while installing updates.
Of course, the exact results and time difference depend on many factors, such as what applications are running, how powerful the hardware you are using, how old the installation is, and more.
Some systems may show negligible improvements, while others will show substantial results. So, if you want to install the latest cumulative updates as quickly as possible, issue the command and then close the Settings app.
