The 2004 version of Windows 10, or the May 2020 Update was released a few months ago and continues to be available on more devices as Microsoft uses a step-by-step debugging feature.
When an issue is detected, availability to the subset of devices that could be affected by the same issue is automatically suspended, and Microsoft promises updates.

"Some devices may fail to boot if Disk Cleanup runs after you install the Windows Update 19041.21."
Thus technically, after installing the Windows 10 May 2020 Update on build 19041.21, Disk Cleanup can cause damage to the boot of the device. Disk Cleanup may remove some critical system files, but we do not yet have any official confirmation from Microsoft.
For the resolution problem, Microsoft offers a dedicated Disk Cleanup troubleshooter that is enabled on Windows 10 devices and starts automatically. What this troubleshooter does is simply disable the Disk Cleanup app from starting automatically, presumably to prevent it from removing some files it needs.
"The troubleshooter temporarily disables the automatic execution of Disk Cleanup until the devices install the Windows 19041.84 update," says Microsoft.
The troubleshooting tool cannot be started manually and will only run automatically if the aforementioned problem affects your device.
