At the moment, the method of payment for acquiring applications of this format has not been specified. However, the relevant announcements were made during the conference Microsoft Build 2014, aimed at app creators, so the focus was on the technical part of creating universal apps for Windows and not on how to promote them commercially.
It is worth mentioning that Apple has developed universal apps that can be used by both iPhones and iPads.
