In the intelligence community (IC from the intelligence community), the term "open" refers to overt, publicly available sources (as opposed to closed or secret sources).

OSINT is information “derived from publicly available material,” according to the CIA.

Most intelligence experts extend this definition to information intended for public consumption.

OSINT is the information you can have without special skills or tools, although it may include resources available only to subscribers, such as newspaper content behind a paywall or subscription magazines.

The CIA says that OSINT includes information gathered from the internet, mass media, specialist journals and surveys, photographs and geospatial information.

Most of these sources were used in the Bellingcat MH17 investigation.

OSINT does not require its agents to breach systems or use private credentials to access data.

Viewing someone's public profile on social media is OSINT. Using their credentials to discover personal information is not. With terms intelligence services, OSINT is also information from unclassified sources
