Microsoft Update Health Tools it looks to be released with update KB4023057, a mandatory update for all versions of the operating system.
It is re-released by Microsoft, especially when a device it's nearing the end of its support period or there's a major feature update coming.

KB4023057 was first released for the April 2018 Update (1803) and added improvements to the reliability of Windows Update. The update has since been released several times with support for all new versions of the operating system.
Microsoft confirmed now that KB4023057 is released for Windows 10 version 20H2, version 2004 and of course all older versions. It is supposed to remove every upgrade block, modify the registry, change the network and Windows Update settings to enforce the updates functions.
Interestingly, some users have noticed that update KB4023057 also contains a new DLL file, which is for "Microsoft Update Health Tools".
What is Microsoft Update Health Tools?
Microsoft Update Health Tools will reset your network settings, clean the registry, repair disabled or damaged components, free up disk space, and reset the Windows Update database if something is "preventing updates from installing."
Microsoft Update Health Tools is designed to run in the background only when it detects problems in the service Windows Update.
"Microsoft Update Health Tools" is not a new piece of software and was first released by the company last year. Starting today, it's rolling out to more users with Windows 4023057 update KB10.
To see if you have Microsoft Update Health Tools on your system:
Open Settings, click on "Apps", under "Apps & Features", search for "Microsoft Update Health Tools".
At the moment it seems that these tools are available for a few users.
