LMDE 3 is based on Debian Stretch and the official announcement states:

LMDE is a Linux Mint project and stands for “Linux Mint Debian ". The main goal for the Linux Mint team is to see how sustainable our distribution is and how much work it would take if we ever go away from Ubuntu. LMDE aims to be as similar as possible to Linux Mint, but without using Ubuntu. The package base is provided by Debian.
