The name of the app itself, explains almost everything about the purpose of the app. The Your Phone program will be a modern one version of Phone Companion, although Microsoft itself says it's taking a very different approach.

Microsoft will release the app to the insiders sometime this week, but the app is already available in the Microsoft Store, and it seems like almost anyone can download it.
"Connect your phone and computer to send web pages from your phone directly to your computer to continue what you do, (read, watch or browse) with all the benefits of a larger screen," says description of the application.
