It seems that Microsoft is more concerned with the security of the end user Windows 10. The latest preview version of the operating system has been released with a major improvement in this area.

Windows Defender Offline is not a new feature, as Microsoft has first released 2011.
It was available as a standalone application that allowed users to scan their computers at boot time. The latest update released 2015, and since then, Microsoft has reported nothing about this functionality and Windows 10.
But Windows Defender Offline is now built into Windows 10 and available through the settings screen. The same feature was available in the new one operating system since build 1511 but it wasn't included in the Settings screen, and the only way to launch it was through the MpWDOScan command from Powershell.
Please note that build 14271 is only available for Windows Insider registered users in the Fast Ring. Normally the new feature will be available to everyone when Redstone is released this summer.
